In this pamphlet there is a letter to UNIA from Marcus Garvey, urging the Philadelphia Division to act decisively to ensure the future of the African-American in the area, and encouraging the recruitment of many more members. This movement to recruit as many African-Americans as possible is described well in the header on the following page, which states, "The Greatest Movement in the History of the Negroes of the World."
